The Fund will support and strengthen local humanitarian organisations responding to the humanitarian crisis in Sudan through an ""axis approach"". The SLLPF applies a systems-thinking framework to tackle interconnected drivers of crisis. SLLPF will initially be implemented in two candidate axes: the Central Darfur (Sudan) – Wadi Sila (Chad) axis, and the South Darfur (Sudan) – Aweil (South Sudan) axis. A minimum of 75% of the funding will be allocated directly to L/NAs. Focusing on networks of communities, markets, and governance, ensuring interventions strengthen existing systems, improve resilience, and adapt to shifting contexts. Central is localisation: empowering Mutual Aid Groups (MAGs), community actors, and national NGOs as first responders and decision-makers. A dual-window model combines a Shock Response Window for rapid funding with a Long-Term Response Window for resilience.
