Strengthened Protection against violence, Coercion and Deliberate Deprivation in Lebanon: Lebanon continues to face a deepening humanitarian crisis driven by economic collapse, political instability, and escalating hostilities, which have displaced significant numbers of people and strained the health system. With 3.9 million people in need of aid—including both Lebanese and Syrian refugees—access to health care is increasingly limited due to cost, infrastructure damage, and service gaps. Protection risks, particularly sexual and gender-based violence (SGBV), are widespread, affecting both host and refugee communities. Norwegian Red Cross (NoRC), in partnership with the Lebanese Red Cross Society (LRCS), aims to reach highly vulnerable individuals through strengthened primary health care (PHC), mobile outreach, epidemic preparedness, and protection services. The programme supports LRCS’s role as a neutral, trusted actor in delivering life-saving health and protection services across Lebanon.

ICRC - humanitarian appeal ICRC delivers vital humanitarian assistance to people affected by armed conflict, promotes the protection of civilians and urges compliance with IHL. Its multidisciplinary response addresses emergency and longer-term needs, providing relief, supporting livelihoods, and improving access to water, medical care and other essential services. It visits people deprived of their freedom and restores family links. It supported missing people’s families and efforts to clarify the fate of missing persons. The ICRC works closely with the Ukrainian Red Cross Society and helps build its capacities.

Update of the San Remo Manual for international humanitarian law at sea "The project will update the San Remo Manual (1994), a key reference work for international humanitarian law at sea. The aim is to strengthen the protection of civilians and combatants during armed conflict at sea and ensure that the legal framework reflects current technological and operational realities. Impact: Increased protection of civilians and combatants at sea and stronger adherence to international law applicable to armed conflict at sea. Outcome: A high quality process involving a large number of states with broad geographical representation, helping to influence state practice in the maritime domain. The initiative will be carried out through mapping of state practice, consultations, and dialogue with states and experts in several regions, both individually and in groups, and will conclude with a global meeting where the updated manual will be presented."

"The IFRC response in Ukraine and impacted countries is guided by three humanitarian goals of the operation: • Humanitarian Assistance and Integration for those who have been impacted and/or displaced by the conflict. • National Society Development, to ensure that National Societies can sustain their interventions and be ready for subsequent shocks. • Humanitarian Diplomacy tied to advocating for principled and unimpeded humanitarian action, the consistent application of International Humanitarian Law (IHL), access to basic humanitarian services, the protection of people displaced internally and across borders, and the reinforcement of the auxiliary role of National Societies, guided by their commitment to the Fundamental Principles.
