Strengthened Protection against violence, Coercion and Deliberate Deprivation in Lebanon: Lebanon continues to face a deepening humanitarian crisis driven by economic collapse, political instability, and escalating hostilities, which have displaced significant numbers of people and strained the health system. With 3.9 million people in need of aid—including both Lebanese and Syrian refugees—access to health care is increasingly limited due to cost, infrastructure damage, and service gaps. Protection risks, particularly sexual and gender-based violence (SGBV), are widespread, affecting both host and refugee communities. Norwegian Red Cross (NoRC), in partnership with the Lebanese Red Cross Society (LRCS), aims to reach highly vulnerable individuals through strengthened primary health care (PHC), mobile outreach, epidemic preparedness, and protection services. The programme supports LRCS’s role as a neutral, trusted actor in delivering life-saving health and protection services across Lebanon.

NPA’s Mine Action programme in Lebanon aims to protect civilians from the dangers of landmines, unexploded ordnance, and other weapons, with a strong focus on inclusion and environmental responsibility. The project applies principles of Gender Equality and Participatory Programming at every stage—from assessments and analysis (gender, age and disability at a minimum) to planning and monitoring. NPA’s Protection Programming also incorporates environmental considerations into operations, working to minimise the ecological impact of activities such as demining and to promote responsible, sustainable field practices.

NPA Lebanon works with local partners to support women and girls survivors and at risk of SGBV, by ensuring access to life-saving services and as well as addressing the causes of SGBV. Women and girls receive safe referrals and/or direct access to individual case management and multi-sectorial and comprehensive services, both individually and in groups. Women, girls and relevant stakeholders in the communities we serve are consulted to determine safe and culturally appropriate approaches for the activities, aiming at offering transformative interventions that will offer real protection to women and girls. Women led households, persons with disabilities, SGBV survivors, and vulnerable women and girls are specifically targeted with activities and services aimed at strengthening their resilience, for example addressing economic vulnerability as a factor that increases exposure to SGBV, via, for example, Cash-for-Protection (CfP) and/or Cash-for-Work (CfW) activities directed to vulnerable women. At the same time, NPA Lebanon and partners ensure communities participate in sensitization activities aimed at engaging them in preventing SGBV. The project further addresses complex protection needs of civilians in conflict affected areas of southern Lebanon through integrated interventions focused on SGBV, Humanitarian Mine Action (HMA), and Housing, Land and Property (HLP) assistance. NPA and its partners ensure that all activities are carried out using conflict sensitive and Do No Harm approaches. Humanitarian support (Child Protection): Most vulnerable children are protected against violence, abuse and violations of children’s rights: This programme aims to ensure that the most vulnerable children are protected from violence, abuse and violations of their rights by strengthening the safety and resilience of the environments around them. It focuses on preventing harm by addressing underlying risks such as poverty, harmful norms, weak protection systems and limited access to services, while also providing timely, child-centred support when protection concerns arise. Working with families, communities, schools and local authorities, the programme builds the capacity of caregivers and institutions to recognize risks early and respond safely and inclusively in line with international child protection standards. It expands access to essential protection services—such as case management, psychosocial support and clear referral pathways—designed to meet the specific needs of girls and boys of different ages and abilities. The programme also empowers children with knowledge of their rights and life skills that help them stay safe and express their needs. By reinforcing community-based protection mechanisms and strengthening coordination with national systems, the programme fosters a more protective environment that upholds children’s well-being in both everyday situations and during crises. All SC programmes are gender mainstreamed, inclusive and aims to strengthen resilience.

HMA Lebanon: mine clearance, risk education and safe return The project will reduce the risk from landmines, cluster munition remnants, and other explosive ordnance in South Lebanon and West Bekaa through clearance, non-technical survey, explosive ordnance risk education, and referral of survivors to available services. It will prioritise high-risk tasks that support safe return, humanitarian access, agriculture, and recovery in conflict-affected communities, while also strengthening the capacity of a national mine action partner. ----- NORAD
