Humanitarian response in Moldova. NRC is proposing a multisectoral response to the Ukraine crisis working in acute emergencies to situations of more protracted displacement and early recovery. The following programmatic interventions are included: Education, Information Counselling, Legal Assistance (ICLA), Shelter, WASH, Livelihoods and Food Security, Protection from Violence (PfV), Emergency Response. Two of the main modalities will be cash assistance and working with local partners. NRC will target displacement-affected communities such as refugees from Ukraine, and households directly impacted by the conflict in host communities in Moldova. NRC will prioritise services for the most vulnerable including single-headed families, the elderly, youth and minority communities, families with members who are sick or have disabilities, large families, and households unable to meet their basic needs.

"The IFRC response in Ukraine and impacted countries is guided by three humanitarian goals of the operation: • Humanitarian Assistance and Integration for those who have been impacted and/or displaced by the conflict. • National Society Development, to ensure that National Societies can sustain their interventions and be ready for subsequent shocks. • Humanitarian Diplomacy tied to advocating for principled and unimpeded humanitarian action, the consistent application of International Humanitarian Law (IHL), access to basic humanitarian services, the protection of people displaced internally and across borders, and the reinforcement of the auxiliary role of National Societies, guided by their commitment to the Fundamental Principles. Moldova - Humanitarian response "The overall objective of the Programme is to save lives, alleviate suffering and protect human dignity in line with the humanitarian principles. This will be achieved by providing assistance primarily in the sectors of protection, WASH, and food security. Additionally, the project aims at reducing vulnerability of beneficiaries ensuring result sustainability. Gender perspectives are mainstreamed across the activities, in addition to being a particular focus of the protection component. The project will target project participants based on the following vulnerability criteria: Single Mother/Father or caregiver with one or more children under 18, HH with a pregnant/breastfeeding mother with a child under 3, HH with 3 or more children, HHs with members with a disability or serious/chronic illness, Individuals of the age of 60 or above, returnees without a stable income and HH that have lost their sources of income due to the war. The local Caritas network provides assistance to all IDPs, residents in regions affected by hostilities (both displaced and those who have returned), and families affected by the war. This part of the agreement is earmarked for Moldova." ----- NORAD
