Strengthened access to health in Palestine: The Occupied Palestinian Territory (oPt) faces a protracted humanitarian crisis exacerbated by decades of occupation, internal divisions, and escalating hostilities, exacerbated particularly since October 2023. In Gaza, huge numbers of fatalities and widespread displacement have overwhelmed health systems, with communicable diseases surging amid limited access to care, water, and shelter. In the West Bank, increased violence, forced displacement, and movement restrictions have intensified protection risks, especially for women and children. Norwegian Red Cross (NoRC), in partnership with the Palestinian Red Crescent Society (PRCS), aims to reach highly vulnerable groups such as IDPs, the wounded, and those with chronic conditions. The programme integrates protection into health interventions, including strengthened referral pathways. PRCS’s established local presence make it a key actor in delivering principled, life-saving humanitarian aid across Gaza and the West Bank

Protection of Civilians against Weapons and SGBV in Palestine "NPA Palestine responds to the most urgent humanitarian need in Palestine: Food Security and Livelihoods (FSL). In Gaza, the entire population faces acute food insecurity, with many households—particularly socioeconomically vulnerable families such as female-headed households—struggling to meet basic daily needs. Food insecurity is driven by the destruction of food production systems, extreme price inflation, high unemployment, and restrictions on the entry of external food aid. In the West Bank, widespread loss of livelihoods since October 2023 is the primary driver of food insecurity, severely affecting already vulnerable households. NPA and partners implement FSL assistance in targeted areas of Gaza, focusing on internally displaced households with specific vulnerabilities, including persons with disabilities, female-headed households, and individuals at risk of or surviving SGBV. In the West Bank, NPA supports food-insecure communities with an environmentally sustainable approach focused on refugee and farming households that face high socioeconomic vulnerability. Given the rapidly changing context, NPA and partners apply a flexible approach to prioritise assistance where needs are greatest." ----- NORAD

Protection from Sexual and Gender Based Violence in Palestine NPA Palestine responds to the urgent protection needs and severe operational constraints by applying a flexible, locally led approach to SGBV programming. Target groups are identified based on evolving conditions, with priority given to women and girls survivors of and at risk of SGBV, including persons with disabilities particularly in Gaza’s displacement sites where SGBV risks are extremely high and vulnerabilities are compounded. Given the constant change in the conflict context, NPA and partners carry out ongoing SGBV risk analysis and implement adaptative risk mitigation measures proposed by our partners in consultation with the women and girls served by our programmes. The programme addresses escalating physical and psychological SGBV resulting from repeated displacement, family separation, loss of relatives, the collapse of community protection mechanisms, overcrowded shelters, and the absence of safe and dignified sanitation and privacy. NPA also works to mitigate the impact of the breakdown of SGBV referral pathways and the significant constraints on service providers, which severely hinder prevention and response efforts. ----- NORAD

Humanitarian support (Child Protection): Most vulnerable children are protected against violence, abuse and violations of children’s rights: This programme aims to ensure that the most vulnerable children are protected from violence, abuse and violations of their rights by strengthening the safety and resilience of the environments around them. It focuses on preventing harm by addressing underlying risks such as poverty, harmful norms, weak protection systems and limited access to services, while also providing timely, child-centred support when protection concerns arise. Working with families, communities, schools and local authorities, the programme builds the capacity of caregivers and institutions to recognize risks early and respond safely and inclusively in line with international child protection standards. It expands access to essential protection services—such as case management, psychosocial support and clear referral pathways—designed to meet the specific needs of girls and boys of different ages and abilities. The programme also empowers children with knowledge of their rights and life skills that help them stay safe and express their needs. By reinforcing community-based protection mechanisms and strengthening coordination with national systems, the programme fosters a more protective environment that upholds children’s well-being in both everyday situations and during crises. All SC programmes are gender mainstreamed, inclusive and aims to strengthens resilience. ----- NORAD

"Humanitarian support (Education): Children in conflict and crises have uninterrupted access to quality and life saving education: This programme ensures that children affected by conflict and crises can continue learning by securing uninterrupted access to safe, quality and life-saving education, in line with SC’s global Education in Emergencies approach. When schools are damaged, closed or unsafe, Save the Children rapidly establishes temporary learning spaces, supports community-based and accelerated learning models, and deploys trained Education in Emergencies staff to restore access as quickly as possible. The programme strengthens learning quality by equipping teachers with crisis-sensitive pedagogy, providing inclusive teaching and learning materials, and adapting curricula so both girls and boys can learn safely despite the heightened risks they face. Protection is at the core of SC’s work: safe learning spaces offer predictable routines, psychosocial support and referral pathways for children experiencing distress, while school-based safeguarding measures reduce exposure to violence, exploitation and early marriage. Save the Children works closely with families, community education committees and local authorities to identify and remove barriers—including insecurity, displacement, poverty and gender-based restrictions—and to reinforce local education systems so they are better prepared for future shocks. Through this integrated and child-centred approach, the programme ensures that education remains a protective lifeline that supports children’s well-being, resilience and right to learn even in the most challenging humanitarian contexts. All SC programmes are gender mainstreamed, inclusive and aims to strengthen resilience." ----- NORAD
