NORWAC Middle East Health Services Sustainability & System Strengthening The program is a three-year Agreement, implemented in three countries, Lebanon, Palestine and Syria. The main focus is on sustaining existing health services, system strengthening, local capacity building and humanitarian support prioritizing vulnerable populations such as internally displaced people, refugees and health professionals. NORWAC recognizes the heightened vulnerability of women, children, and the elderly in conflict, war, and disaster situations and all programs highlight the need to making sure that interventions reach all segments of the affected population.
