Mine Action in Kosovo NPA’s Mine Action programme in Kosovo aims to protect civilians from the dangers of landmines, unexploded ordnance, and other weapons, with a strong focus on inclusion and environmental responsibility. The project applies principles of Gender Equality and Participatory Programming at every stage—from assessments and analysis (gender, age and disability at a minimum) to planning and monitoring. NPA's Food security and livelihoods (FSL) programme in Lebanon responds to the needs of vulnerable Lebanese and Palestinian host communities and refugee families from Syria and strengthens community resilience, including analysis based on gender, age and disability. The communities are provided with food assistance in the form of either food parcels or ready-to-consume meals, as well as offered Cash for Work (CfW) assistance in the fields of construction, agriculture, and environmental services. NPA fosters environmental sustainability and community sustenance through a multi-faceted support that includes trainings and provisions of equipment to farmers.

NPA Lebanon works with local partners to support women and girls survivors and at risk of SGBV, by ensuring access to life-saving services and as well as addressing the causes of SGBV. Women and girls receive safe referrals and/or direct access to individual case management and multi-sectorial and comprehensive services, both individually and in groups. Women, girls and relevant stakeholders in the communities we serve are consulted to determine safe and culturally appropriate approaches for the activities, aiming at offering transformative interventions that will offer real protection to women and girls. Women led households, persons with disabilities, SGBV survivors, and vulnerable women and girls are specifically targeted with activities and services aimed at strengthening their resilience, for example addressing economic vulnerability as a factor that increases exposure to SGBV, via, for example, Cash-for-Protection (CfP) and/or Cash-for-Work (CfW) activities directed to vulnerable women. At the same time, NPA Lebanon and partners ensure communities participate in sensitization activities aimed at engaging them in preventing SGBV. The project further addresses complex protection needs of civilians in conflict affected areas of southern Lebanon through integrated interventions focused on SGBV, Humanitarian Mine Action (HMA), and Housing, Land and Property (HLP) assistance. NPA and its partners ensure that all activities are carried out using conflict sensitive and Do No Harm approaches. Food Security and Livelihoods in Mozambique NPA’s Food Security and Livelihoods (FSL) programme in Mozambique provides Multipurpose cash assistance to newly displaced people and returnees, with a focus on the most vulnerable groups. The FSL programme prioritises environmentally sustainable practices and responsible land use and will also support livelihood recovery activities, such as support for small-scale agriculture or market-based initiatives, through for example, the distribution of seeds and tools to internally displaced people (IDPs) who have secured access to land as well as to vulnerable households within host communities identified through conflict sensitivity analysis, based on gender, age, and disability status. Land negotiations and community dialogues actively engage representatives from both host communities and IDPs to promote inclusive decision-making and reduce potential tensions. ----- NORAD

Protection of civilians against Weapons and SGBV in Mozambique NPA Mozambique applies an integrated protection approach that combines conflict prevention and preparedness, SGBV prevention (with gender, age, and disability considerations as a minimum), and housing, land, and property interventions. This enables the organisation to address complex protection challenges in a comprehensive and sustainable way. Sexual and Gender-Based Violence (SGBV) and exposure to Sexual Exploitation and Abuse (SEA) remain significant protection concerns, particularly for displaced women and adolescent girls. NPA’s approach builds on locally led expertise and nexus programming to more effectively address these risks. An Arms Management and Destruction (AMD) component focuses on strengthening the capacity of defense and security actors to reduce the circulation of illicit ammunition. Where possible, this capacity development also includes support on disposal and clearance of improvised explosive devices, in response to increasing reports of their use and the risks posed to civilian populations. ----- NORAD

Protection of Civilians against Weapons and SGBV in Palestine "NPA Palestine responds to the most urgent humanitarian need in Palestine: Food Security and Livelihoods (FSL). In Gaza, the entire population faces acute food insecurity, with many households—particularly socioeconomically vulnerable families such as female-headed households—struggling to meet basic daily needs. Food insecurity is driven by the destruction of food production systems, extreme price inflation, high unemployment, and restrictions on the entry of external food aid. In the West Bank, widespread loss of livelihoods since October 2023 is the primary driver of food insecurity, severely affecting already vulnerable households. NPA and partners implement FSL assistance in targeted areas of Gaza, focusing on internally displaced households with specific vulnerabilities, including persons with disabilities, female-headed households, and individuals at risk of or surviving SGBV. In the West Bank, NPA supports food-insecure communities with an environmentally sustainable approach focused on refugee and farming households that face high socioeconomic vulnerability. Given the rapidly changing context, NPA and partners apply a flexible approach to prioritise assistance where needs are greatest." ----- NORAD

Protection from Sexual and Gender Based Violence in Palestine NPA Palestine responds to the urgent protection needs and severe operational constraints by applying a flexible, locally led approach to SGBV programming. Target groups are identified based on evolving conditions, with priority given to women and girls survivors of and at risk of SGBV, including persons with disabilities particularly in Gaza’s displacement sites where SGBV risks are extremely high and vulnerabilities are compounded. Given the constant change in the conflict context, NPA and partners carry out ongoing SGBV risk analysis and implement adaptative risk mitigation measures proposed by our partners in consultation with the women and girls served by our programmes. The programme addresses escalating physical and psychological SGBV resulting from repeated displacement, family separation, loss of relatives, the collapse of community protection mechanisms, overcrowded shelters, and the absence of safe and dignified sanitation and privacy. NPA also works to mitigate the impact of the breakdown of SGBV referral pathways and the significant constraints on service providers, which severely hinder prevention and response efforts. ----- NORAD

Working alongside national partners, NPA helps fill gaps in large-scale food assistance programmes funded by the World Food Program (WFP) by facilitating the transport, handling, and distribution of in-kind food support for vulnerable households, including people with disabilities, older persons, displaced populations, returnees, and nutritionally at-risk women and children. Women and girls also participate in nutrition sessions that promote the preparation of diverse, nutritious meals and reduce food waste. Where markets allow, extremely vulnerable households receive multipurpose cash assistance to help them meet urgent food requirements with flexibility and dignity. NPA further supports women and girls through livelihood and empowerment activities. Participants take part in skills training, vocational opportunities, and income-generating initiatives that help them build sustainable livelihoods. Climate-sensitive agricultural tools and inputs are provided to support recovery and promote environmentally sustainable farming practices. Households in affected areas also receive fishing kits that contribute to food security and income generation. ----- NORAD

Protection from Sexual and Gender Based Violence in South Sudan NPA’s SGBV programme in South Sudan promotes the safety and dignity of conflict affected women and girls, and people with disabilities by providing survivor-centred case management including psychosocial support and safe referral to other life-saving services, as well as dignity kits to contribute to reducing exposure and enabling full participation in work and education. Referrals are supported by updated referral pathways, ensuring survivors can access coordinated, quality assistance adapted to local culture and market conditions. Community awareness activities engage women, girls, boys and men in prevention of SGBV and disseminate safe information about available services. Women and girls also receive support to address economic vulnerabilities that may increase the risk of SGBV, for example via training in energy efficient stove production and environmental conservation, reducing the SGBV risks associated with firewood collection. NPA further strengthens community protection through awareness sessions and peacebuilding dialogues that promote nonviolence, coexistence, and tackle the normalization of SGBV in the communities. Traditional leaders and community authorities receive training in peaceful conflict resolution to reduce cycles of retaliation and local tensions and communities are trained on practical safety measures, emergency preparedness skills, and information on SGBV life-saving services. ----- NORAD

Protection in South Sudan NPA’s Protection programme in South Sudan delivers humanitarian assistance to communities affected by conflict and natural hazards, prioritizing women, children, persons with disabilities, the elderly, and marginalized groups, including internally Protection of civilians against Weapons and SGBV in Sudan "NPA provides Conflict Preparedness and Protection (CPP) programming, sensitive to gender, age and disabilities to conflict-affected communities in Sudan. NPA and its partners equip women, men, girls, and boys with practical tools and knowledge to reduce the dangers posed by explosive weapons, conflict-related violence, and risks such as SGBV. The approach focuses on safer behavior during attacks, preparedness measures, and actions individuals can take in the aftermath of incidents. Local partners implement CPP alongside their broader humanitarian work, ensuring protection messages reach communities already engaged in other assistance activities. NPA supports these partners by developing context-appropriate materials and by strengthening their capacity to deliver preparedness and risk information safely and effectively. Through this integrated approach, communities gain essential knowledge that enhances their safety, preparedness, and resilience amid continued conflict." ----- NORAD

Food Security and Livelihoods in Sudan NPA’s Food Security and Livelihoods (FSL) response in Sudan provides conflict-affected and highly food insecure communities with access to food through interventions designed to be inclusive of diverse gender, age, and disability needs. Communities receive essential food support through coordinated grassroots distribution efforts, helping households meet their immediate nutritional needs during peak crisis. In areas where communal support mechanisms remain functional and access is possible, NPA supports community kitchens that offer shared meals and provide a critical safety net for the most vulnerable households. NPA also promotes community-based responses by supporting local first responder structures—many operating in areas inaccessible to larger actors—to continue delivering assistance. NPA provides financial resources directly to these groups, mostly through digital group cash transfers, enabling rapid, flexible, and context-appropriate interventions. ----- NORAD
