Strengthening NRC’s specialized protection programming: As a leading humanitarian protection organisation, Flyktninghjelpen/NRC is committed to the centrality of protection and to delivering a strengthened humanitarian protection response for the displacement-affected people we work with. The overall objective of this thematic protection project is to empower displacement-affected people and support the development of a protective environment so they can enjoy their fundamental rights and pursue a life of safety and dignity. NRC’s protection response reached an estimated 2 million people in 2023 and will be further improved through two of the three pillars included in this thematic project: information, counselling and legal assistance (ICLA), and protection from violence (PfV). These three pillars are aligned with the most severe and common protection concerns identified by the Global Protection Cluster. NORCAP Strategic Humanitarian Partnership/Protection Secondment of humanitarian personnel on short notice to the United Nation and other organisations strengthening their capacity to efficiently protect lives and livelihood of affected populations in crisis. Proactive civilian protection in the humanitarian and peacebuilding sectors. Protection of civilians from violence, abuse, and violations of international law, as well as contribute to improved coordination and capacity for proactive protection interventions. NORCAP experts work to ensure effective protection of affected girls, boys, women and men during all phases of a crisis. By deploying experts on protection, child protection, gender-based violence and gender, NORCAP contributes to more effective and better-coordinated protection efforts on the ground. Experts in the NORCAP roster and thematic rosters ProCap and GenCap, provide analysis of needs, conflict drivers and patterns of displacement as well as develop scenarios for early warning.

"Provide surge support to improve UN and other institutional partners’ capacities to respond rapidly and efficiently to global humanitarian crises. Enable effective coordination of multisectoral responses (including Protection) in humanitarian crisis globally. NORCAP has built considerable expertise in coordination and leadership from its support to a wide range of humanitarian crises. The experts are key to provide insights and skills to fill the identified gaps and strengthen the system where weaknesses have emerged and stifled responses. NORCAP experts are valued by UN partners as they provide critical gap filling for national cluster or sub-national coordination roles. They provide the seedbed for gender- and protection mainstreaming as well as supporting participation and empowerment of national and local actors in their leadership of in a response, as promoted by Norway’s Humanitarian Strategy. Contribution to development and operationalization of Humanitarian Response Plans, including with roles that promote and enable evidence-based programming in protection, child protection, SGBV, gender, emergency response coordination, shelter, WASH, food security, coordination and information management within sectors and across response. Differentiating and appropriately responding to the needs of different vulnerable groups. The regional portfolios, both in protracted and sudden-onset crises, specifically strengthen response activities that recognize that women and girls have different needs from boys and men, disabled people and elderly from the fully able and young, minority populations from main ethnic groups and nationalities, and IDPs, refugees and migrants from host communities, and all people affected by protracted crises seeking durable solutions."

To address this, NPA’s policy team includes a dedicated Gender and Diversity Focal Point, who supports programmes and policy staff in implementing the NPA Gender Equality Policy and strengthens internal and external capacity to ensure effective gender and diversity mainstreaming. Further, NPA is an active member of the Global Gender and Diversity Working Group, which promotes the inclusion of gender and diversity considerations (including disability inclusion) across the Anti-Personnel Mine Ban Convention (APMBC), the Convention on Cluster Munitions (CCM), and the broader mine action and humanitarian disarmament sector. NORCAP Sudan and Sahel response NORCAP will deliver surge support by providing relevant expertise to its partners implementing the humanitarian response assistance, ensuring people in need receive necessary protection and lifesaving assistance.
