- Locally Lead Humanitarian Response NPA’s Locally led project aims to support and demonstrate the value and impact of small-scale, locally led humanitarian responses by establishing a grant scheme that enables community-based organisations to deliver rapid, environmentally sustainable, livelihoods-focused, principled assistance in hard-to-reach crisis settings. Through flexible, low-barrier funding and targeted capacity support, local partners implement timely interventions that reach affected people quickly and effectively, while NPA ensures accountability through streamlined approval processes grounded in Do No Harm, gender-, age-, and disabilities sensitized and rights-based principles. As a trusted intermediary, NPA bridges the gap for local organisations that face challenges accessing institutional funding, helping them manage resources responsibly, strengthen monitoring and learning systems, and respond to acute needs in their communities. This approach expands the reach of humanitarian assistance and enables partners to grow their operational capacity over time. The programme also contributes to global learning. In partnership with PRIO, NPA documents insights on shifting power, strengthening local agency, and the peacebuilding contributions of local actors in conflict-affected contexts. Findings are shared through learning events, policy engagement, and advocacy with networks such as ICVA and Charter for Change, informing donors and the wider humanitarian system—including UN pooled funding mechanisms—on practical ways to strengthen support for national and local responders. ----- NORAD
