Mine Action in Cambodia NPA’s Mine Action programme in Cambodia aims to protect civilians from the dangers of landmines, unexploded ordnance, and other weapons, with a strong focus on inclusion and environmental responsibility. The project applies principles of Gender Equality and Participatory Programming at every stage—from assessments and analysis (gender, age and disability at a minimum) to planning and monitoring. NPA’s Protection Programming also incorporates environmental considerations into operations, working to minimise the ecological impact of activities such as demining and to promote responsible, sustainable field practices.

Protection from Sexual and Gender Based Violence in Ethiopia NPA’s Sexual and Gender-Based Violence (SGBV) programme in Ethiopia establishes a comprehensive, locally driven protection response to current and emerging needs. Integrating SGBV prevention with Protection from Explosive Weapons, the programme is designed around local actors as primary agents of change. It focuses on addressing immediate protection needs of conflict-affected communities while establishing flexible, scalable systems capable of adapting to a potential escalation in conflict. Through strengthened local capacities, integrated protection methodologies, and close collaboration with community structures, NPA aims to contribute to safer, more resilient environments for women, men, girls, and boys across Ethiopia.

Weapons and Ammunition Management "NPA's Weapons and Ammunition Management (WAM) programme supports states in increasing civilian protection by reducing risks arising from the availability of weapons, proliferation, dangerous and insecure ammunition storage areas, and inadequate efforts for the destruction of surplus weapons and ammunition. The WAM programme provides technical guidance, training, and capacity development to national authorities, including States Parties to the Arms Trade Treaty (ATT) and other instruments. The WAM programme promotes gender-, age-, and disabilities-responsive design, for example, in risk education, and applies international best standards to minimise the negative environmental impact of interventions." ----- NORAD

Policy and Advocacy "NPA’s Humanitarian Policy and Protection of Civilians programme aims to promote faithful implementation of and further strengthen the international legal frameworks, norms, and principles that must be upheld before, during, and after conflict. This work supports the wider conditions needed for peacebuilding, reconstruction, and long-term development. Gender and diversity mainstreaming is a top priority for the programme as the humanitarian disarmament sector remains traditionally male-dominated. To address this, NPA’s policy team includes a dedicated Gender and Diversity Focal Point, who supports programmes and policy staff in implementing the NPA Gender Equality Policy and strengthens internal and external capacity to ensure effective gender and diversity mainstreaming. Further, NPA is an active member of the Global Gender and Diversity Working Group, which promotes the inclusion of gender and diversity considerations (including disability inclusion) across the Anti-Personnel Mine Ban Convention (APMBC), the Convention on Cluster Munitions (CCM), and the broader mine action and humanitarian disarmament sector. Through this engagement, NPA contributes to more inclusive policies, better representation, and improved protection outcomes for all affected populations." ----- NORAD

Protection of the Environment in Armed Conflicts "This project aims to reduce harm by addressing military conduct. Limiting or avoiding the use of explosive weapons in populated areas can significantly reduce conflict-related pollution, prevent damage to industrial sites, and lower the carbon emissions linked to large-scale reconstruction. The project supports the implementation of new international norms agreed in 2022: the PERAC Principles on protecting the environment in relation to armed conflict, and the EWIPA Declaration on reducing civilian harm from explosive weapons. NPA contributes through advocacy, monitoring, research, and documenting impacts. NPA further aims to integrate climate and environmental considerations into humanitarian mine action and disarmament, including within the APMBC and CCM. By better understanding climate risks—such as extreme weather and long-term environmental changes, and adapting operational policies and practices accordingly, NPA strengthens environmental protection and improves civilian safety." ----- NORAD

Global Training Centre - Mine Detection Dogs NPA’s Global Training Centre (GTC) strengthens global mine action by breeding, training, and deploying high-quality Mine Detection Dogs (MDDs), and by providing specialized technical support to NPA programmes. As MDD use is a central low-impact detection method, the GTC plays a key role in promoting environmentally responsible mine action practices. Through expert training, development of handler and trainer courses, and continuous quality assurance, the GTC ensures safe, effective, and internationally standardized detection capacity across NPA’s operations. The centre supports programmes with technical advice, resources for launching new MDD operations, and innovations that improve how detection dogs are used in land release. By enhancing the speed and safety of clearance, the GTC helps save lives, avoids unnecessary disabilities and enables communities to safely use previously contaminated land. GTC further contributes to operational standards, gender-equal employment practices, and broader efforts to strengthen gender equality in the mine action sector. ----- NORAD

Programme and Concept Development NPA’s Project and Concept Development programme strengthens the organization’s ability to deliver safe, sustainable, and high-quality mine action and humanitarian operations. The programme advances work on environmental management and climate resilience in line with international mine action standards, enhances medical support systems, and assesses needs and humanitarian access in countries affected by mines, cluster munitions, and other explosive remnants of war. This supports NPA’s commitment to environmental sustainability, gender-, age-, and disability sensitive protection approaches, and capacity-building in line with Norway’s humanitarian priorities. The PCD programme pilots new approaches to integrating environmental and climate considerations into mine action through targeted field projects, capturing lessons that can be applied across NPA country operations. Medical support missions ensure programmes meet international medical standards, strengthen staff competencies, and update procedures to maintain safe mine action practices. Assessment missions, carried out at the request of national authorities or sector partners, help determine the relevance and added value of NPA engagement in new or emerging contexts. ----- NORAD

Locally Lead Humanitarian Response NPA’s Locally led project aims to support and demonstrate the value and impact of small-scale, locally led humanitarian responses by establishing a grant scheme that enables community-based organisations to deliver rapid, environmentally sustainable, livelihoods-focused, principled assistance in hard-to-reach crisis settings. Through flexible, low-barrier funding and targeted capacity support, local partners implement timely interventions that reach affected people quickly and effectively, while NPA ensures accountability through streamlined approval processes grounded in Do No Harm, gender-, age-, and disabilities sensitized and rights-based principles. As a trusted intermediary, NPA bridges the gap for local organisations that face challenges accessing institutional funding, helping them manage resources responsibly, strengthen monitoring and learning systems, and respond to acute needs in their communities. This approach expands the reach of humanitarian assistance and enables partners to grow their operational capacity over time. The programme also contributes to global learning. In partnership with PRIO, NPA documents insights on shifting power, strengthening local agency, and the peacebuilding contributions of local actors in conflict-affected contexts. Findings are shared through learning events, policy engagement, and advocacy with networks such as ICVA and Charter for Change, informing donors and the wider humanitarian system—including UN pooled funding mechanisms—on practical ways to strengthen support for national and local responders. ----- NORAD

Humanitarian response - Flexible funds "NPA’s global humanitarian portfolio is strengthened by the flexible funding mechanism under the Strategic Partnership Agreement with Norad. This enables rapid, needs-based action across multiple countries and sectors, immediate responses to sudden-onset crises, deteriorating humanitarian situations, and critical gaps where needs remain unmet. NPA integrates flexible funds into our programmes, ranging from food security and livelihoods to protection, SGBV, and mine action. NPA can launch rapid assessments, mobilise partners, and deliver timely support in volatile and hard-to-reach environments. This mechanism reinforces NPA’s commitment to principled, agile, and locally-anchored humanitarian action." ----- NORAD
