Strengthened Protection against violence, Coercion and Deliberate Deprivation in Lebanon: Lebanon continues to face a deepening humanitarian crisis driven by economic collapse, political instability, and escalating hostilities, which have displaced significant numbers of people and strained the health system. With 3.9 million people in need of aid—including both Lebanese and Syrian refugees—access to health care is increasingly limited due to cost, infrastructure damage, and service gaps. Protection risks, particularly sexual and gender-based violence (SGBV), are widespread, affecting both host and refugee communities. Norwegian Red Cross (NoRC), in partnership with the Lebanese Red Cross Society (LRCS), aims to reach highly vulnerable individuals through strengthened primary health care (PHC), mobile outreach, epidemic preparedness, and protection services. The programme supports LRCS’s role as a neutral, trusted actor in delivering life-saving health and protection services across Lebanon.

"The IFRC response in Ukraine and impacted countries is guided by three humanitarian goals of the operation: • Humanitarian Assistance and Integration for those who have been impacted and/or displaced by the conflict. • National Society Development, to ensure that National Societies can sustain their interventions and be ready for subsequent shocks. • Humanitarian Diplomacy tied to advocating for principled and unimpeded humanitarian action, the consistent application of International Humanitarian Law (IHL), access to basic humanitarian services, the protection of people displaced internally and across borders, and the reinforcement of the auxiliary role of National Societies, guided by their commitment to the Fundamental Principles. Strengthened access to health in Palestine: The Occupied Palestinian Territory (oPt) faces a protracted humanitarian crisis exacerbated by decades of occupation, internal divisions, and escalating hostilities, exacerbated particularly since October 2023. In Gaza, huge numbers of fatalities and widespread displacement have overwhelmed health systems, with communicable diseases surging amid limited access to care, water, and shelter. In the West Bank, increased violence, forced displacement, and movement restrictions have intensified protection risks, especially for women and children. Norwegian Red Cross (NoRC), in partnership with the Palestinian Red Crescent Society (PRCS), aims to reach highly vulnerable groups such as IDPs, the wounded, and those with chronic conditions. The programme integrates protection into health interventions, including strengthened referral pathways. Strengthened Protection against violence, Coercion and Deliberate Deprivation in Syria: Syria remains in a protracted humanitarian crisis after 13 years of conflict, with around 16.7 million people in need of assistance and over 90% are estimated to live in poverty. The health system is overwhelmed, with widespread infrastructure damage, disease outbreaks, and limited access to care—particularly for women, children, and displaced populations. Protection risks are severe, including violence against health workers, SGBV, and restricted movement across conflict lines. Norwegian Red Cross (NoRC), in partnership with the Syrian Arab Red Crescent (SARC), aims to reach highly vulnerable individuals through support to integrated healthcare services, emergency response, WASH interventions, and protection, including strengthening of referral pathways. The initiative prioritises locally led humanitarian action and enhancing community resilience through sustainable and inclusive approaches.
